I seem to recall seeing something like that, used for crop spraying.
The idea was to stop furrowing the soft ground when spraying.

To follow this up. From Flickr:
I asked someone at the museum about this "machine" and was told that it's a snowmobile-type machine, probably homebuilt, and probably quite old, I get the feeling that no one at the museum really knows much about it...
