Hi everybody, I'm pretty sure that's an italian plate, issued between 1926 and 1928. At that time many italian cars carried the plate on the right side because since about 1925 (I'm not sure about the date), they drove on the left.
The rear plates of that period were caracterized by the number followed by the province letters, as front plates did untill 1985. Since 1928 we had rectangular plates with province letters followed by numbers on two lines.
I post a picture of that kind of plates.
It seems that picture plate is from Turin (TO), and I guess it is a Fiat, perhaps a 525 or 522 coupè.
