The wheels and rear-view mirrors looks to be from a Maruti Suzuki Zen made from 1993 till 2006

Questions left to be answered are : what's this and from when.

To help a bit : for the "what's this" question I don't expect a name as the modified car hasn't got a proper name and I don't know who modified it, but this car is part of something special that I expect you to find to score a point.
