Is it French? It was certainly designed by people with no interest in the users' comfort for use by people who expect to be treated with less than care, hence my armed forces suspicions. So, not that, maybe road builders in the North African deserts?

You're absolutely spot-on. It is French, and the company which built this truck had a close association with providing transport across the Sahara.

1957-1959 Citroen "Transoceanic" jointly developed by Citroen and Herwaythorn Co.

Apparently derived from  the Citroen 55 as a prototype for the Citroen 46 FOM.  FOM equals roughly, Overseas Forces, a military 4x4 of 3 tons.

My research on French Desert Vehicles some years ago reminded me of the 46 FOM and I re-discovered the prototype.
