So, I surmise this is a Swedish built car that was one person's project for an individual car. Is it therefore based on a production car, and if so is it Volvo?  ..... and Happy New Year.

It is indeed a Volvo but I'm not sure if would describe it as "one mans project".

I think I have seen every other Volvo made before 1953, but no hint of this vehicle. I believe it is a PV444 because  I think I can make out that trident symbol they have on the bonnet sides, and generally it looks too small to be a PV60. The PV444  had its prototypes and launch in 1944, but was not produced until 1947, and was generally thought to be modelled on the 1940s US Ford. This one is not a prototype however, so presumably someone thought that the original could be improved, and commissioned this remodelled bodywork. I have not determined who this might be .......... would it have been built to get round the strike that delayed the PV444's introduction?
I assume it is not the early 40s PV40, although it does look bulbous enough to house that Star engine at the rear. It looks like a later design

You are quite close on the base (although not completely correct), but it was not made due to any shortage of the ordinary cars.

Aha, I suspect then that it is on the PV445 chassis that coachbuilders could use. Question is who was the coachbuilder? I am thinking that the coachbuilder was also probably Swedish so  I will have to guess that it was Nordberg or Heinels.
