Looks to be one of 400 Fiat 131 Abarth Rally (Stradale).

Spot on.
In a nutshell: Fiat commissioned Abarth to develop a raly car based on the 131.  Abarth did not have the capacity to manufacture the requisite number for homologation and Fiat then commissioned Bertone to do so based on the Abarth prototype.
