I know it's a repost but the photo is different and this will allow one of you to earn an extra point.  Identify this car and when.

Is it one of the Skinner Morris specials?

When I was 17 years old I had an illness and was in bed for a month. A friend of my mother donated a pile of old books and magazines - I spent many hours with a large pile of old Motoring News reading the results of very minor 12-car rallies. One book was a well-read copy of Gregor Grant's British Sports Cars. I had never heard of the Andre marque until then. The book contained a pencil drawing illustration.

I believe that M.Andre was the inventor of the eponymous friction shock absorber.
