From the review of the book "Caribbean Capers: The Cuban Grand Prix Races of 1957,1958,and 1960,A Must Read and Must own":
Jorge Galtes.And A Car(Black and White Photo)which caught my Eye that is called "Tangana Special" or Outburst Special that a few were built(possibly 2 more were Built),it was a Cuban Built Special,I wish there was more info on it like what engine it had and who might still own one if they exist.(The car was powered by an Mercury Engine which explains Montclair lettering right above Tangana,from what I have gathered the other two cars were possibly Buick Powered,but another source said they were all Mercury Powered,292Cubic Inch engines,these cars were done by Rebull out of his Shell Gas Station On El Malecon.)

Well found! Now LOCKED for you to identify the builder. It was built at a Shell gas station on El Malecón, but  neither by Galtés (the driver) nor by "Redbull" (but this is close).

You've earned the point! That was the name of the Shell station and garage where the car was built.

The actual builder was Reynaldo Fernández Rabell Rebull. I found your pevious source and that person was close to the apellido materno Rabell Rebull with "Redbull" (probably changed by auto-correct).

This was the first of two or three Tangana Specials. A later car was featured in a previous puzzle.
