Yes, the Commander looks almost like the President, but lacks its Flying Goddess radiator mascot.

This car may be a 1935 Studebaker Director.  The Dictator name was changed for cars exported for assembly in Australia and Great Britain.  The puzzle car has wire wheels and turn signal indicators on the front fenders.  These features are not usually found on domestic Studebaker models.

If you look closely, there may be a steering wheel visible through the window behind the woman.  This could also indicate a right-hand-drive car.
