Well, that's the problem with terms which have ambiguous definitions. The usual division is Northern, Western, Central, Southern and Eastern Europe, sometimes also Southeastern Europe as a sixth part. And even then there are several definitions which country (or parts of them) belongs to which European area.

I'll say if neither west/east/south, then it must be north:)
Anyhow, the wheels look a lot like the ones from big swedish lawn mowers (like Stiga for ex)
Therefore, is it maybe a LTB 548 electric dumper?

Yes, it is. I don't know any details of the manufacturer, possibly L stood for Ljungby.
