Of course, Popular Science (August 1951)!
PS regularly omitted the names of businesses responsible for the various items featured in order to placate the paying sponsors. (Notice how Skylane Motor Parts is never mentioned.) The use of 'Bulinformercillac' in the title of the article was supposed to be humorous--a tongue-in-cheek reference to the preposterous list of donor vehicles. It's not being presented as the actual name of the vehicle (which is referred to simply as 'the car').
