All sources I have on this bus date it to 昭和13年 (Showa 13) on the Japanese calendar, which was 1938 to the rest of the world.
Nissan produced two classes of buses at the time, the Type 90 and the short, van-like Type 80. This is an example of the Type 90, with the complete designation being:
日産セミキャブオーバー型バスBL90型 (Nissan semikyabuōbā-gata basu BL90-gata), which translates as "Nissan semi-cabover bus type BL90."
You might also see it referred to as a "Tobu bus" or "Tobas," which refers to the fact that it was owned and operated by Tobu Railway Co.
