That is Bill Bowman’s No. 16 Carcal D Formula Vee Car. Built by him. I remember seeing this car on another forum and it clicked in my head.
I too found the puzzle subject on another forum, looking for something completely different! It was Bill Bowman's regular race car, but the car was built by Bill Noble, although I'm sure you knew that.
