Pretty colourful.
What was this variant called and from when to when was it built?
Ein Henschel zieht am Berg und ein Mercedes
an den Türen. (and an attempt of a translation):
A Henschel in rushing up the hill, wheras in a Mercedes wind is rushing through the doors. c/o norberthanke

Is this a Mexican-market Beetle-Arlekin, built from 1996 to 2003 in about 140 copies, likely painted by hand on a yellow base?

Small correction / elaboration, the name is "Harlequin" and was manufactured in the Puebla plant in Mexico and fitted with a 1600i engine (engine code ACD).

Colours (paint code / name):
LR132 Ginstergelb / Ginster Yellow (body, rear fenders)
LD6D Pistaziengrün / Pistachio Green (front bumper, doors, rear apron)
LD5D  Chagallblau / Chagall Blue (bonnet, headlight rings, rear side panels, license light housing, rear bumper)
LY3D Tornadorot / Tornado Red (front fenders, engine lid)

This colour combination and naming (although spelled as Harlekin) was also applied to limited editions the European manufactured VW Polo Mk3 and VW Golf Mk3 (named Harlequin in North American market). In 2021 VW the Netherlands paid a tribute to the 25th anniversary of the Polo Harlekin based on the Mk6 model.

@marmer: Yes, this is a special model, 141 of which were produced in Mexico. The exact designation was Harlekin, and it was built from 1996 to 1998.
@Alfa-Japan: Your answer fills in the last gaps.
There is one point for each of you.
