The man on the right is holding a timing stick - what in the UK we call a hockey stick. It's a hillclimb.

This is the 1935 Skinner (SU) special coupé, the only Skinner road road car. I have a feeling it's a Hudson engine, perhaps, but I can't find any details about it at the moment

That's enough for me and the point.  Yes, the very same Skinner of Skinner Union fame. I'm pretty sure it was Hudson powered although there were a lot of Morris parts in the car.
