Is it the other way around: the mechanicals aren't Jaguar, Austin-Healey or MG based because they aren't British, but the car was built in Britain?

It appears to be Chassis 39057, sent to Prague in 1938 as a standard car. Re-bodied in 1951 by a local body repairer, whose nane evades me at present.  I will continue to search, but kindly unlock if this information is deemed unworthy.

Now I've come across attribution to Uhlick.  Pendine, the dealers who handled the car in the recent past, did not offer any name as to the coachwork pictured.  They do, however, state that the body was not of high quality, and the vehicle has been restored to original specification.

Those of us of advanced years will recall that, at one time, the V.S.C.C. high priests described these handsome machines as "Soda Squirts", and fit only for "Promenade Percys". No doubt, these gentlemen could afford 328 BMWs, Lagonda Rapides, etc. ;D
