That's a very small exhaust. Is this car powered by an Austin 7 engine?
I must be right - that's what it says on Wikipedia

but it had an Austin front hub and the wheels were also sourced from that car.

I think that's one of Dick Caesar's specials. It was later referred to by the Fry cousins as The Kaiserwagen (not to be confused with the Freikaiserwagen which was a later special).
There was a GN-based chassis and transmission and, despite that tiny exhaust pipe, it was said to have had an AC engine.
Date is a bit difficult but it was crashed in 1935 so let's say it was a 1935 car.
