That's the path to follow, but it is not just a car shaped body, and mean while it has an engine, too.

Presumably it has pedals fitted for some ecological reason, although they were said to be very underpowered, this looks like a Victoria or Burgfalke 250

Yes, it is a Victoria 250 converted into a pedalo type boat. Locked for you to name its builder.

I was very pleased when I finally found the story as this is such an unusual car for someone to modify this way and it was such a wonderful story. The chap's name is Erich Schöftlmair and he converted the car to a pedalo boat back in 1960s  for his family and friends to use on Lake Starnberg near where he lives in Münsing, Germany. As he got older (he's now 89!) and his legs were no longer up to the job of pedalling it, he fitted a 700watt electric motor to drive the two Archimedean screws on either side at the rear. With the Victoria 250's ancestry, perhaps this is the nearest we'll get to seeing Egon Brütsch's vision of an amphibious Mopetta transformed into a reality.
