I don't know it but it seems to be an Austin 7 chassis with a single cylinder, possibly JAP, motor so it's probably British.

This is called RATBAG and was built by Rob Hanauer. It only ever competed at Wiscombe hillclimb once in 2009, where it broke down and was never repaired after that.

I thought it looked like Wiscombe but only looked at this year's entry. I have since found Hanauer's own description online and he says:

I built this a few years ago, having been inspired by a car built by Frank Bacon and his man Greenwood in 1946 from Rudge engine, Austin 7 chassis and axles and Triumph steering. Affectionately christened RATBAG (Rudge, Austin, Triumph, Bacon and Greenwood).

Opinionated but sometimes wrong
