It was built in Europe

Not on a Packard, but on American chassis.

The car’s name is ’Kubisten’ (The Cubist), and it was built on a 1925 Chevrolet chassis in the late 1940s by Ingvar Heggsum (1918-2008), a Norwegian artist.
