I don't recognise it but the front axle location and Wolseley connection suggest it might be a Stellite.

not a one-off for the Vickers family and i don't think it is related to the Ishikawajima deal, but the word "proposal" is so far the closest to what is shown. So gtr4289 locked for you to provide an even more precise definition.

On second look, this appears to be a non-operational mock-up. Was it a promotional/display vehicle, possibly intended for the new Wolseley House showroom in Piccadilly?
