Yes, those are Suzuki rear lights.  And Suzuki is one of the two brands involved

Uhm, I may or may not have literally found it right after posting that. Its the Billing UJNW built with a Suzuki SC100 and Toyota AE86 bits. Im working for a builder though. Hopefully I find it literally after I post this as well!

LOCKED for ChanceHuncha.  If you look at your source with the word "Billing", you will find the builder name.

Billing UJNW is not the name of the car, it is the place the pictures were taken.  Billing Unofficial Japanese Nostalgia Weekend

It is a customized Suzuki SC100 GX aka Whizzkid.  It uses Toyota AE86 components, probably the complete drivetrain.

Besides the Flickr page, I did see a page in Japanese which indicated Andrew Spence was the owner and builder of this car.

This car appeared in an episode of the TV show The Scarecrow and Mrs King during 1984, before it was modified.

Mr. Spence also built an SC100 using Ford Sierra power.  I have seen no indication it was the same car, but there is not a lot of information available about his vehicles.
