French? And is this car at Urcy? I recognize that road, more specifically the poles from other photos I have.

It is indeed Urcy. I believe the car is French - I only know what is was called and the name of the driver.
I must be right - that's what it says on Wikipedia

I look on a few Urcy forums and I found this photo. I know this is the same car, but I just have to find the name.

Yes, that's the car, although the forum on which I found this image has argued that it should be "Ibis" and not Ilbis. Probably a typo by the image poster.

It is a bit of a jumble, and it depends how good your colloquial French is as to whether you understand it. Mine's not too hot, but I reckon you're right. The French-language site argues over the car and the driver, but IMHO we've both got it right. (IIRC the typo was in the event programme).
