Almost certainly. The name is in French style and I reckon it's 99.9% that it's built in that country.

Yes, that's the car. Nothing to do with Jean Rondeau as far as I can make out.

Well, I don’t know my french, and translator is my next best thing, so im gonna play the guessing game here..

Im assuming that ‘Jean du MANS’ relates to Jean Rondeau.

So I can only assume that ‘Nello (2 L) CHELI (1 L)’ are names. Are any of those the names of the driver?

Nello Cheli is correct, although the French contributors to that website argue about that as well. Well solved indeed - another point to you.
