Once manufactured in South Ward Road, Dundee, they were the brainchild of Francis William and Edward Raikes Bell in partnership with John L.C. Kirkland.

The first Werbell was built in 1907, and following its success in reliability trials, eight more were built. One of them managed a successful ascent of Dundee Law before any road was built there, while other models took part in trials on the Devil's Elbow.
