It's a Triumph Herald 'display chassis' built by the publicity dept. Apparently  more likely to have been for a technical college than a car show.

That's good enough for me. A handful were prepared at Canley to be used for training purposes - this one is believed to have been donated to a Lincolnshire engineering college, and is presently being brought back to new condition at the Heritage Skills Academy.
