Remembering that in race results "DNF"= did not finish, "DNS" = did not start and "DNA" = did not appear can we conclude that the builder was a pessimist?
Belvedere was the original Salisbury airport and a new one was opened in 1956. Urban sprawl has covered Belvedere so even the secondary use for motor racing is no longer possible. Here's a photo of it a few decades before:

Thanks Allan. I assumed the title DNA was a joke by the builder, but who knows? Maybe it was built by 3 people with those initials. I doubt we'll ever know.
