Identify this vehicle, its builder and motive power correctly for 1 point:

ANYONE FOUND GIVING ANSWERS GLEANED BY USING GOOGLE SEARCH BY IMAGE WILL BE BANNED FOR AN INDEFINITE PERIOD!

The car is called the Sea Lion Prototype and is powered by a 13B rotary engine and was designed by Mark Witt.

While I saw the car just recently, the red brick wall immediately gives me the "location"... ;)

It is, but you haven't fully said what this vehicle is, just its name.
What does it do that normal cars don't?

Not really. I saw a segment on Discovery Channel about the car, and then was at FJ a few weeks back and had an opportunity to look at the vehicle up close. However, I do look at the FJ website regularly as my employer buys and sells numerous cars there every year...

I works the opposite way from Google, where the more words you put in the more likely you are to get a match.
Here you need to put in the very minimum of words: for instance if you put in "Sea Lion by Mark Witt" you'll get nothing, as if there's just one letter that doesn't match then it won't come up.  But if you just put "Sea Lion" in it will come up straight away.
