Hello!
The photo is a shot of the famous French sports photographer Jules Beau, which was taken in the summer of 1899 in the district of Montmartre in the north of Paris.
The pictured automobile was used as a delivery van for the former luxury department store "Grands Magasins du Louvre" in Paris (not to be confused with the museum) and it is an electric vehicle, produced by the Belgian Camille Jenatzy in the Compagnie Internationale des Transports Automobile / Compagnie Générale des Transportes Automobile in Paris in small series as a taxi and van between 1899 and 1901 and marketed under the brand name Jenatzy.

For comparison, here are three more shots of the same vehicle and a recording of another vehicle of the same type on which the logo of the manufacturer can be seen.
