That's right.
Dan Strohl's write-up about the project from last year on the Hemmings site claims that it "appeared to come about not from any contract with a specific manufacturer or concrete gameplan to improve an existing lineup of cars. Rather, [...] the Utopia was Stevens’s glimpse into the future of automotive design". However, the information I had was that this design was made as a demonstrator proposal for McLouth, the steel company that would end up building the XV concept car (https://www.autopuzzles.com/forum/2009-37/whaddyacallit-381-solved!-1961-mclouth-stainless-steel-xv/).
