It was not a one-off. It was built by an industrial concern that made several hundred units.

This is the CEYC-EUSKALDUNA a small car designed in the CEYC (a department of engineering development of the Spanish army) and built, from 1923 to 1928, in the factories of Euskalduna, a heavy metal industry with factories in Bilbao and Madrid. Engine of two strokes and 4 cylinders working in two pairs with a common chamber each pair and a capacity of 593 cc More than 1200 were built with both brands.

luisps wins the point! The CEYC car was developed for the Spanish military and first presented in 1923. A first run of 100 of these bare-bones military vehicles were built. Then in 1925, CEYC reached an agreement with Euskalduna for the production of a civilian version, launched at the 1925 Barcelona Motor show. Production went well during the first couple of years but then run into difficulties. The last units were built in 1928, and the very last vehicles from this stock were sold and registered in 1930. My sources indicate a total production of about 1900 cars, including the first 100 military-only ones.
