It's from Iran, developed by the Qazvin Islamic Azad University (QIAU). Regarding the name, I have seen it referred to as "Parax", "Yooz" or "Quadro". Renault has remained cagey about whether they were involved in the project or not. Which I guess it means they were, but don't want to say it out loud because that might mean they violated the sanctions against Iran.

Digging a little more, it appears that Parax is the name of the company affiliated to the University which built the car, and which had already presented another electric microcar in 2011. Yooz or Quadro would be the model name for this particular car. It was first presented in December 2014. This year, a production version has been announced, and it resembles the Twizy even more closely, reinforcing the impression that Renault has been behind the project the whole time.
