That's right.
The 4Fun Concept was the result of an internet crowdsourced project carried out by Volkswagen in China to define a new "People's Car". The ideas collected were then distilled and developed by students of the Tongji Automotive Design Research Institute (TADRI) (whose work has already appeared previously on AP: https://www.autopuzzles.com/forum/2016-45/solved-oko088-2013-tongji-volare) and presented in the form of a 1:2 scale model, which is what appears in the puzzle picture.
