Designed for driving schools in orthodox religion areas, where the instructor is male and the student female (or vice versa) and neither may be in the same car at the same time? :o

As I am not privy to the car's raison d'être, I can only respond that anything is possible. :)

The suspension looks rather like a 2cv. Any mechanical relation?

I am not aware of any relation to the 2CV, but I have no details about this vehicle other than what is apparent in this drawing and others. The only thing I know for certain is who drew them.

Not American and not a patent design.

Is it a British  design showing how easily it could be made in both LHD and RHD?

It is not British. Unfortunately, I do not know why the vehicle is shown with both LHD and RHD controls.
