That was quick! You answered my question of who created it, however, I don't know that it was based on the GAZ M20. The sources only say that it's styling seems to have been influenced by the M20. Still, a point for you!

I tracked down additional information:
Vehicle name: original unknown, but dubbed the "Chelyabinsk Chuchundra" by one owner and the "Argo" by a subsequent owner
Manufacturer: ChTZ (Chelyabinsk Tractor Plant)
Designed by: Maxim Nikolaevich Melnichenko, head of ChTZ's hydrostatic drive group
Body: two hermetically sealed main sections made of riveted aluminum, with gill-style articulation between them
Engine: rear-mounted GAZ M20 Pobeda engine planned but never installed
Transmission: hydraulic pump with a compact hydraulic motor in each wheel hub
Drive: 8WD
Steering: conventional steering augmented by braking wheels on one side
Weight: approximately 3000 lbs (600 kg weight stated by some sources seems unlikely)
Dimensions: length 4530 mm, width 1900 mm, height 1490 mm
