Despite the propeller and rear stabilizer, this thing was wingless and flightless

Despite the propeller and rear stabilizer, this thing was wingless and flightless
According to one source, the builder had originally intended to construct a flying machine, but the vehicle never progressed beyond the earth-bound stage seen in the puzzle image.
