Approaching six months now without a solution. To recap:
  • privately-built one-off
  • Sénéchal-based/powered
  • constructed in Orléans, France during the 1930s
Helpful hint:

Now we know 'what' and 'where'; we just need 'by whom'.

None of the subsequent questions have had anything to do with the builder's identity. ;)
