As far as I can tell its built by an E Tairov  in 1978 using ZAZ, Zhiguli & Moskvich 407 parts.

That's a really accomplished looking little car for a home build.  So that thing I thought was a tasteless spoiler is the engine intake  ;D  Thanks for the extra pictures
