1899 Loutzky seems an accurate description. I have also seen this vehicle described as a 1905 Lessner and as a Daimler, both brands being associated with Ukrainian engineer Boris Loutzky.
While in Germany, he wrote his surname from 1882 to 1884 as "Loutzky", from 1885 to 1890 as "Lutzky", and from 1891 to 1910 again as "Loutzky", from 1911 to 1918 as "Loutzkoy", and from 1919 to 1943 as "von Loutzkoy".
If you search AutoPuzzles using other spellings of his name, you will find more examples of his work. Under "Lessner", he is described as "B G Lutsk".
