Thought it looked a bit sunny in that picture. Its the 1946 DAR. According to what I was reading the 1st Electric Spanish car. Named after its creator. Francisco Dominguez-Adame Romero a hydraulics Professor. Later became a hybrid.

Well found! A pity that this piece of Spanish automotive history has not survived to the present; after being used by the Domínguez-Adame family for 12-14 years (the figure varies depending on the sources), it was sold and scrapped.

It's a mistake on the city were the DAR was made, it was built in Seville in the south of Spain as can be seen in the license plate SE-19.335 from August, 1946
