Trying to follow your hints :

(1) German base with foreign body.
(2) European coachbuilder ? Yes, he has already been mentioned as a supposed chassis builder
(3) As I said, the coachbuilder was already sought in this puzzle as a chassis manufacturer.

The foreign chassis manufacturers sought in this puzzle were :

- Iveco
- Van Hool
- Ikarus

I was thinking of Ikarus, because the visual resemblance with the Ikarus 270, but it's not Ikarus.

Could it be Iveco ?

Yes, it is a Van Hool Body based on Neoplan-Chassis. Now only the type designation and the year of manufacture are missing.

Yes, the bus was built in 1973, but it is no Jetliner.
This designation is probably reserved for Neoplan. Special floor groups for body manufacturers were kept in stock.
The designation consisted of a letter and three digits.

If 12 stands for the maximum number of rows of seats and thus stands for the length of the vehicle, and if the puzzle bus is longer, could it be 16 ?
1 stands for the Cityliner
2 stands for the Jetliner
3 stands for the Transliner
4 stands for the Metroliner
5 stands for te Starliner
6 doesn't seems to be used
7 doesn't gave a specific name, but can be found on a Neoplan with DAF motor from 1981
8 doesn't seems to be used
9 doesn't seems to be used

So how about N 716 ?
