It is a prototype for NSU-Fiat. Not 500 and not Wendler. As I answered previously, the car has been developed by Fiat.
LOCKED for you to find the remaining parts for a complete answer: Year? Engine-displacement? Engine-construction (in-line, V, opposed, etc)? Way of wheel-drive (front, rear, FWD,...)?

Does this have anything to do with Antonio Fessia?  It looks a lot like a CEMSA Caproni with a different grille.  Horizontally opposed engine, front-wheel drive, two cylinders? (c. 1946?)

To be honest, I don't know if Antonio Fessia was involved in the development of this car. Horizontally opposed engine, front-wheel drive, two cylinders are right. Would feel happy, if you can find the year (far later than 1946) and engine-displacement

The Nuova 500 hasn't had a opposed-two-cylinder-engine, but a inline-twin.

This NSU-Fiat has nothing to do with the NSU prototypes finally evolving into the Prinz. The similar engine size is pure coincidence. NSU-Fiat and NSU were two different companies.
