Far too easy,... The base car, as you mentioned before, is the US-version of the Fiesta Mk I with 1,6-Kent-engine...

Ford USA imported the Fiesta which was made in Cologne to decrease the fuel economy of their vehicle fleets.

On December 22 1975 the Energy Policy and Conservation Act (EPCA) was enacted by Congress. From it evolved the unprecedented Corporate Average Fuel Economy (CAFE) standards for automobiles. The average fuel economy for model years, 1978, 1979, and 1980 were set at 18, 19, and 20 miles per gallon, respectively.

Any relation to this?

Next attempt: In 1977, Ford undertook a marathon drive on German autobahns. The Fiesta covered over 300,000 km in just under 3,000 hours.  One of the goals was to keep fuel consumption as low as possible.

With this project, the goal was high efficency. But not in Germany, not by Ford company themselves...

I'm going to throw in my 10pennyworth (English saying for have a go) and say its a development car to test what would have been Ford's CVT gearbox (not Dual Clutch)
