What is this called, and what is its mechanical base, for a point please?

Are we in the USA?
Is it MG based?

Yes, we are in the USA, but not MG-based I'm afraid.

Is it based on a British car?

No as far as I know.

The crash helmet looks later than the car. Trying to work out what formula it ran under - is it a sports car that has lost its mudguards?

I see what you mean about the crash helmet, but I think the photo is a period one, so...  Sorry, but I don't know if this car ever wore mudguards.

Is this anything to do with the 'other' Barlow special, referred to sometimes as the Pancake?

Sorry, but no connection AFAIK.

Pure guess - William Harding's Fiat-Coozli?
I must be right - that's what it says on Wikipedia

A nice guess, but not that one I'm afraid.

Is it possible this car is competing in a Formula Junior race?

Well - this has opened up a whole new world. Thanks! Plenty of material here for me...........

The only thing I can find which fits the bill is extremely unlikely, but for what it's worth a Dan Parkinson (or should that be the better-known Don?) used to enter a Fiat calling it a Fiat Monza. It was sometimes driven by others and I wondered whether it was powered by an engine from a Fiat-Abarth which he also raced.

Whilst I'm pleased to have caused you some intrigue and head scratching Nicanary, I'm sorry that the car is not the Dan/Don Parkinson Fiat Monza.

This is even more unlikely - Ray Ingalls Omega Mk1? (This was Simca powered, but possibly the engine was a Simca-Fiat  :D)

Sorry, not the Ingalis Omega Mk1, as the Puzzle car is pure Fiat power.
