Appears to be a Delage D8. Early 1930s, they didn't change much in those years so it's had to nail down the exact year. I don't recognize the coachbuilder, so I will only ask if they were French. Maybe identifying the chassis will make it easier for our other intrepid searchers, so please don't lock it.

Hey fyreline, thank you for your fairness. You are very close to the solution: it is a Delage D8 from the early 1930s and its coachbuilder is/was based in France.

Yes, it is a Delage D8 built by Chapron in 1930. The difference in the registration number (GJ 220 instead of GJ 228) can be overlooked, so here is your next point.
