The wheels are too small and the Goodyear All-Weather
tyres
tires must be out of date by now!

The wheels are indeed too small! The builders of the car had limited time and resources and that is probably all they could get their hands on.

The chassis is not Packard and is later than 1926

"The builders of the car had limited time and resources . . ." Was it built in a former Warsaw Pact country?

Locked for FrontMan!
It is a Pierce-Arrow chassis. Tell me who built this unfinished body to win the point.

Point for Frontman!
This body was built by the students of McPherson college in three months, using a 1930 Pierce-Arrow chassis as a base. The design was inspired by the 1929 Packard Thompson-Glasscock Special (
https://www.autopuzzles.com/forum/2011-39/solved-neh-1225-thompson-special-glasscock-speedster-based-on-1929-packard/
). The story appeared in The Old Motor website in May 2016.
