For a point, who built this and what was its mechanical base?

Experts?

Based on a small Ford, variously called "Eight," "Ten," "Anglia" depending on the sales people's whim.
'"Brakevan" conversion by Freddie Richmond (Lord March).

No, I'm afraid it's not a Ford. I know the Ford 'Brakevan' you are referring to very well and have driven it a few times at Goodwood, as it now belongs to Freddie Richmond's grandson; the Duke of Richmond and Gordon.

Willys 77 base?

Willys 77 base?
There is a Willys connection, but it's not a 77.

This is the station wagon Noddy had built after he got married and had 4 children (I know, I was as amazed as you ???). It was constructed on the original Noddy car chassis by Tyndall, Wienk, Brooks and Lee Coachbuilders, formerly Tyndall, Wienk, Brooks and Lee, Book Illustrators. Noddy's purchase of the station wagon spelt the end of his outlaw speeding days and Mr Plod the policeman was retrenched because he no longer brought in any fines. :(

The Jeep parts are Jeep, but the none-Jeep bits are not Vauxhall.
Are they, in fact, Chevy parts?

Yes, the none-Jeep bits are Chevrolet, so now Locked to you to correctly identify the year of the Chevy bits, but more importantly, the name of this machine’s creator.

Locked to you to correctly identify the year of the Chevy bits...

Carmichael Special'1947
James C. Carmichael, an aircraft designer from Southampton!
"On January 1947, he set about converting a Willys of indeterminate age to his own design. For starters, the bare body and wings were taken from a 1937 Chevrolet and chopped and reconfigured for this new application. This was quite an involved job, the tailboard and area around the rear window, for example, being fabricated from two Chevy doors which were cut ’n’ shut."
