Minerva   1952 -1956   built under licence from Rover, initially for the Belgian Army. So Belgium at a guess.  Series 1 & 2 Land Rovers as the base vehicle.

Ah, may have forgotten about this one...

You are correct! This Minerva was done in Belgium around 52’ or 53’ and was Intended for the Belgian army. I grabbed this photo out of an old european movie just to make things harder! The point goes to you!
