I don't know about the engine. The other function would be 'concassage de grains pendant la marche', but my french is insufficient to understand exactly what is meant here. It of course has something to do with the funnel and motor in the middle, where something is crushed.

Your translation is good. It is indeed grain crushing to make a kind of coarse meal for cattle feed.
