If the builder started with a wrecked (destroyed) Ferrari, it could have sense. I think, maybe it was cheaper created something different than restored it

Considering the situation, and the fact that it's front-engined, I think the builder most likely started with something like this, then did what a lot of people do and said his car had a "Ferrari" engine.

Designation: "Ferrari Guerra Sport"
Builder: Carlos Alberto Guerra (Argentina)
Engine: Fiat 125B, 1608ccm, DOHC, 100 HP
Suspension: like Fiat 125, rear live axle
Front disc brakes, drums at the rear
Steering: Fiat 128
Fiberglass bodywork
It took him 26 years to complete this project since its beginnings
